November 23–25, 2023 — The 9th China International Copyright Expo and 2023 International Copyright Forum, co-hosted by the National Copyright Administration of China (NCAC) and the World Intellectual Property Organization (WIPO), was held in Chengdu under the joint efforts of the Sichuan Provincial Copyright Bureau and Chengdu Municipal Government.
On 24 November, the National Copyright Innovation and Demonstration Collaboration Forum was successfully concluded during the Expo. Under the guidance of the Copyright Management Bureau of the Publicity Department, the Sichuan Provincial Copyright Bureau and the China Copyright Association, the forum was organised by the Chengdu Copyright Bureau, the Sichuan Tianfu New Area Administrative Committee and the National Copyright Demonstration Cities Alliance, and carried out by the National Copyright Trade Base of Renmin University and the National Copyright Innovation Development Base (Sichuan Tianfu New Area). UNI-STAR, a leading Chinese digital cultural innovation company, was invited as a key participant.

Under the theme "Digital Copyrights Empowering Urban Innovation", the Forum focused on three pillars: "Demonstration", "Innovation" and "Collaboration". Through keynote speeches and panel discussions, experts explored strategies to promote high-quality development in urban copyright industries.
A landmark initiative, the Chengdu Copyright Asset-Backed Notes (ABN) Project, was launched at the Forum. UNI-STAR signed a memorandum of understanding with the lead underwriter, Bank of Chengdu, representing copyright innovation enterprises. This project is China's first ABN with copyrights as the sole underlying asset and the first to use bank guarantees for credit enhancement of such assets.

A representative from Bank of Chengdu said: "This model combines copyright value with financial innovation. By issuing bank guarantees, we bring institutional credibility to corporate lending, unlocking liquidity for copyright assets and boosting market confidence". The "Chengdu Model" aims to help companies overcome credit constraints, improve the liquidity of IP assets and attract nationwide funding.
